Though she was raised to believe she was her natural daughter, Fate Testarossa is, in actuality, the clone of a famous mage named Presea Testarossa's daughter, Alicia. Brought to life as part of a program known as Project Fate, Fate was given false memories of a happy childhood, only to receive abuse from her mother simply for not truly being Alicia reborn. Tasked with gathering mystical items known as Jewel Seeds by Presea (who intended to use them to reach a lost civilization in order to complete her work), Fate battled encountered and battled a girl known as Takamachi Nanoha, who was backed up by the inter-dimensional peacekeeping agency called the Time Space Administration Bureau. Through her encounters with Nanoha, Fate found her world view challenged and herself touched by Nanoha's kindness and earnest appeals for friendship. Ultimately, Fate was forced to confront her mother and learn the truth of her origins. Thankfully, they were able to put the threat of the Book of Darkness to an end, and earn redemption for both Hayate and the Wolkenkritter. Fate and Signum would battle side-by-side, and while they remained rivals to an extent, they grew to be true friends.

They discovered a young girl who came to be named Vivio, who Nanoha soon took to, becoming like a mother to her. Likewise, Fate grew fond of Vivio, and the pair seemed to effectively become Vivio's "mothers", with Nanoha intending to adopt her. Ultimately, Vivio was revealed to be a reincarnation of an ancient mage known as the "Saint King" of the ancient Belkan civilization, created by Scaglietti who kidnapped her for the sake of his plans to topple the governing body that oversaw the TSAB. A three pronged effort to rescue Vivio and stop the was launched, with Fate in particular confronting Scaglietti directly. The doctor attempted to throw Fate off by comparing Fate to himself, but through encouragement from Erio and Caro, Fate rebuffed these efforts and succeeded in stopping him. Vivio was rescued, and reunited with Nanoha.
In the aftermath, with their mission complete, Riot Force 6 was disbanded. In the following months, Fate took several missions that led to her being separated from Nanoha and Vivio, but eventually, they reunited, with Fate reassuming her parental role in helping to raise Vivio. One such incident involved someone connected to Vivio's past identity named Einhart, while a later incident involved a young mage named Touma and a conflict with a group known as the Huckebein.

From that point forward, Fuyuka was raised more or less by her extended family and neighbors, including the kindly Tamura family, whose own daughter Natalie served as the orphaned girl's only friend.
Though she became quiet and withdrawn, Fuyuka also gained a sense of reliance and determination from her ordeal. Forced to be self reliant, she put herself through her remaining education, determined to make a difference in other people's lives. However, before she could complete high-school, Natalie's family left Japan, leaving Fuyuka behind. Though they still kept in touch, things were never quite the same.
Isolated now more than ever, Fuyuka finished school and sought a career in law enforcement, eventually entering criminal investigations. There, she eventually became a detective, working murder cases much like the ones involving her parents.
Fuyuka remained in that position, until tensions with her superior officer forced her out. She became a private investigator, and though she did well enough, she became frustrated by having to take jobs that existed outside the realm of stopping criminals. Throughout this time, she worked with corporations in both Japan and America, leading to her apply for dual citizenship.
It was on a foreign case that everything changed for Fuyuka. An executive in a certain company hired her to investigate suspected wrong-doing by higher-ups in the company he worked for. During her investigation, in which she discovered evidence implicating the man, Fuyuka encountered an armed assailant whose goal seemed to be to eliminate her. A stand off occurred, resulting in the death of a security guard. In the wake of the incident, Fuyuka was left traumatized by the man's death. In addition, her employer recanted any knowledge of hiring her (Fuyuka suspected he was being threatened), allowing the CEO of the company to blackmail her into remaining silent less he press charges against her.
As she was in America at the time, Fuyuka elected to stayed with Natalie, who had come to live in Locke City, all the while working to move past the incident and find a way to get out of the situation she'd found herself in. During her stay with Natalie... Wise Snake happened, triggering her emergence as a number.

A short time after the appearance of Wise Snake, Fuyuka first made herself known as someone who wished to investigate the matters concerning Numbered. Before long, she began making alliances and introducing herself to Numbered while conducting her own investigations, leading to her discovering what she would discover to be "Project Jump" in a facility controlled by Thunder Corp. Fuyuka was able to escape with her life, but the injuries she suffered forced her to reveal her activities to her best friend Natalie, as well as the feelings she held for her. Natalie did not return Fuyuka's feelings at the time, and Fuyuka resolved to keep less secrets from her in the future.
Fuyuka also elected to support a young man named Jesus "Chuck" Reyes, who attempted to infiltrate the Blood Keys, but unbeknown to her, he was secretly a mole for the mafia. Fuyuka would later deduce this fact, only sharing the information with a select few, but she was unable to prevent Chuck's victimization at the hands of the mafia as well as his later death. Fuyuka also made an effort to support disaster relief in Las Vegas in the wake of the appearance of Refined Shell.
Around this time, she developed a friendship with Kevin Steele, who she discovered was the reincarnation of Fate's adopted brother, Chrono. She, Natalie, and Kevin resolved to form a more formal friendship and rely upon one another. However, shortly after the final confrontation with the mafia, Fate lost her echoes, leaving Bardiche inert. Fate did, however, leave a contingency plan in place to remind herself of what happened as well as maintain her contacts, and she kept tabs on everything as best she could.
But then... things began to change for her all over again.
First Echo: Fuyuka had been in Locke already, due to her staying with one another after her incident. They hadn't been together when the Wise Snake incident happened, however; Fuyuka had been alone, in a bar at the time. As such, she was disoriented when it happened, but was nonetheless able to get to safety with the help of a good samaritan.
Her first echo was Fate's Linker Core, the source of her magical power. However, she had no awareness of it yet, or the ability to use the power. However, if anyone can detect magical energies, they would be able to register it.
She also received her device, Bardiche. However, it is currently inactive, and unable to respond; as such, it seems to only be some kind of pendant. Like the Linker Core, it can also be detected as magical.

Preincarnation Personality: On the surface, Fate is very quiet and reserved. She approaches most situations with calmness and seriousness, which is a contrast to Nanoha's more extroverted personality. That is not to say she's overly stern and unemotional - far from it. Fate is a very kind and loving person, and friendly to most everyone. It just so happens that she's not what could be described as overly exuberant. Of course, she can be shy at times, especially when being shown affection.
Fate has a very strong sense of duty and is very protective of those around her. She is determined to make sure that no one suffers from the same kind of experiences as she did, and is aiming to support those who have found themselves in similar situations to what she has. Fate can be extremely doting towards those she's close to, in a way that can be best described as "motherly." As such, she can sometimes be a bit too much of a mother hen, but her heart is always in the right place.
At one point, Fate was haunted by the circumstances of her creation and the actions she took while attempting to collect the Jewel Seeds. This has lessened since she encountered the facsimile of her sister Alicia within the Book of Darkness, and has come to see herself as her own person. However, deep down, Fate's sense of duty is born out of her desire to make up for both her and her mother's crimes, so this is not a predominately bad thing. In some ways, she is always trying to do so, both in her actions as a member of the TSAB and with her friends.
Going off both of these aspects, Fate tends to reach out in particular towards children who have shared the same or similar circumstances as she has. In the case of Erio Mondial, she saw much of herself in his circumstances, as they were both clones meant to "replace" someone who had died. Likewise, those who have been rejected because of the circumstances of their birth or because of their powers like Caro hit many of the same beats. In both cases, she tries to give them as many opportunities as possible, though her work keeps her from being as involved in the role of a guardian as she'd like. Part of this is due to their age and their self reliance; she's much more involved with Vivio's day-to-day life and the act of raising her.
On the other side of the coin, Fate does feel some doubts, though they have lessened considerably since her defeat of Scaglietti. It cannot be denied, however, that Fate does what she does to make up for the void in her life left by the truth about Presea and her birth. The Harlaowns showed her a great amount of kindness, and finding ways to continue feeling this emotional support have played a huge role in Fate's ability to persevere. Though Jail tried to frame this in the context of her using them and shaping them into what she needed and desired, the truth is Fate has never removed the element of choice and the ability for them to decide their own path in life. As such, she is never dishonest and controlling to the point she imposes her own will on other people. (If anything, her one flaw is that she is too lenient and soft sometimes, and not as hard as she needs to be.)
As loving as Fate can be, her anger is not something one should attempt to incur. She is particularly against those who use others for their own ends, and can be stern and unforgiving in such situations dealing with such people. Of course, she would never completely succumb to her anger, unless completely pushed to the limits of despair. Fate also has some lingering doubts about herself and her life, but can usually overcome them. It's important to note that her friends - especially Nanoha - are important to her emotional strength, and that the support they give her is part of the reason she keeps fighting.
Finally, Fate is a very intelligent and capable individual. Though much of this is the result of "design" and the way Presea molded her, her natural talent makes her a sharp and tactical-minded person. She is able to understand and learn subjects and skills that are considered difficult by most, and as such, she is very capable in both official and academic matters and when in battle. This is, of course, expected of mages of her skill level and rank, but it's worth noting considering considering her age. In a way, Fate has grown up faster than most young women her age. Of course, even with this serious side, there's still clearly a girlish and heartfelt one all the same; one that her loved ones are very prone to bringing out.
Any differences: Fuyuka is significantly more withdrawn and reserved than Fate is. She has lived much of her life alone, so she is not very prone to opening up to other people. As such, she is often quiet, speaks matter-of-factly, and keeps others at arms length. This even applies to Natalie, her oldest friend and an individual she has no small amount of affection for, both due to the hardening of her personality and the fact that they have been separated from another for so long.
In a way that is very much related, Fuyuka is also a much more serious-minded character. She doesn't suffer foolishness easily, and is quick to point out mistakes people have made. She's also quick to take action against aggressors, and will not hesitate to deal with criminals or other wrong-doers. Fuyuka has no patience for people like this, and always carries a firearm with her where she's able as a precaution.
Due to her line of work, Fuyuka is also more distrusting of other people. She would even people she may work with or seek as allies as someone she should be careful around, and she always makes sure to assess someone's potential as a threat or a security risk before dealing with them. Fuyuka does have one blind spot in this regard in the form of Natalie, but that's due to their childhood friendship.
Fuyuka is, in some ways, just as traumatized as Fate was. The death of her parents deeply scarred her, and she works as a crime-fighter to honor their memory. The act of murder is something that troubles her greatly, and though she's become very adept at hiding it, each time she encounters a case involving one, it eats away at her a little bit more each time. The most recent incident is no exception, and it has become her goal to make up for her failure here in whatever way possible.
That is not to say Fuyuka is absolutely devoid of warmth. Much like her counterpart, she has a soft spot for children, especially other orphans, as she knows what it's like to suffer the pain of being alone. However, she lends her support from a distance by volunteering and supporting charities, as she still has difficulty with the idea of forming a personal, one-on-one connection with other people.
Lastly, on a more minor note, Fuyuka is prone to "drowning her sorrows", as it were. While Fate is not the type to drink, Fuyuka very much is. She's not an alcoholic, but it's not entirely healthy either.
Abilities: Fate has prominent and powerful magical abilities, due to her extensive training and origins. Much like her mother, she developed an aptitude for electrical-type magic attacks, and at a young age progressed to the point that she could perform some abilities without using magical incantations.
Like most mages, Fate uses an Intelligent Device known as Bardiche to transform and summon her Barrier Jacket, an active field spell that protects her body from damage. It is in this state that she is able to use most of her magical abilities. The Barrier Jacket consumes magical power when active, and the higher the defensive power, the greater the magical consumption. She is able to use magic due to the presence of something called a "linker core" inside her body.
As a combatant, Fate's specialty lies in mid-range and melee-style attacks, emphasizing speed over power and endurance. Regarded to being one of the fastest characters in the Nanoha universe, Fate is able to keep up with almost anyone without the use of speed-enhancing spells, the effects of which only make her even faster. Like Nanoha, to whom she is extremely close, she is skilled at aerial combat.
When transformed, Bardiche takes the form of a weapon; usually that of a polearm. Bardiche has since been upgraded into Bardiche Assault, which combines the Mid-Childa technology with the ancient Belkan cartridge system, which enhances individual spells/attacks. Bardiche also has a rudimentary artificial intelligence and assists Fate in combat situations.
Fate's transformed state is capable of taking two forms: Impulse Form and Sonic form. Impulse Form is her standard combat form, with more or less balanced defense. This form allows her the ability of flight, alongside Bardiche's various attack spells. Among them, she can uses spells for defense and attack, the most powerful of which being her Plasma Smasher, a projected beam of electricity. Meanwhile, Sonic Form grants her greater speed at the cost of her Barrier Jacket's defensive power. As stated before, her proficiency is in melee combat, but she does have some shooting-type spells at her disposal. She can also electrify parts of her body as per her aptitude with electrical attacks.
When transformed, Bardiche takes several forms: Assault Form, Haken Form, and Zanber Form. Assault Form is the standard configuration, and in this state Bardiche's shooting spells are easier to cast. In Haken Form, Bardiche resembles a scythe with a projected blade of energy. Finally, Zanber form has the weapon take the form of a sword with an electrical energy blade.
It should be noted that the Mid-Childa style of magic Fate uses is predominantly non-lethal, though still very damaging. Additionally, she is capable of communicating with other mages telepathically. Finally, Fate is adept at the creation of familiars, beings made entirely of magic.

As she was in America at the time, Fuyuka elected to stayed with Natalie, who had come to live in Locke City, all the while working to move past the incident and find a way to get out of the situation she'd found herself in. During her stay with Natalie... Wise Snake happened, triggering her emergence as a number.

A short time after the appearance of Wise Snake, Fuyuka first made herself known as someone who wished to investigate the matters concerning Numbered. Before long, she began making alliances and introducing herself to Numbered while conducting her own investigations, leading to her discovering what she would discover to be "Project Jump" in a facility controlled by Thunder Corp. Fuyuka was able to escape with her life, but the injuries she suffered forced her to reveal her activities to her best friend Natalie, as well as the feelings she held for her. Natalie did not return Fuyuka's feelings at the time, and Fuyuka resolved to keep less secrets from her in the future.
Fuyuka also elected to support a young man named Jesus "Chuck" Reyes, who attempted to infiltrate the Blood Keys, but unbeknown to her, he was secretly a mole for the mafia. Fuyuka would later deduce this fact, only sharing the information with a select few, but she was unable to prevent Chuck's victimization at the hands of the mafia as well as his later death. Fuyuka also made an effort to support disaster relief in Las Vegas in the wake of the appearance of Refined Shell.
Around this time, she developed a friendship with Kevin Steele, who she discovered was the reincarnation of Fate's adopted brother, Chrono. She, Natalie, and Kevin resolved to form a more formal friendship and rely upon one another. However, shortly after the final confrontation with the mafia, Fate lost her echoes, leaving Bardiche inert. Fate did, however, leave a contingency plan in place to remind herself of what happened as well as maintain her contacts, and she kept tabs on everything as best she could.
But then... things began to change for her all over again.
First Echo: Fuyuka had been in Locke already, due to her staying with one another after her incident. They hadn't been together when the Wise Snake incident happened, however; Fuyuka had been alone, in a bar at the time. As such, she was disoriented when it happened, but was nonetheless able to get to safety with the help of a good samaritan.
Her first echo was Fate's Linker Core, the source of her magical power. However, she had no awareness of it yet, or the ability to use the power. However, if anyone can detect magical energies, they would be able to register it.
She also received her device, Bardiche. However, it is currently inactive, and unable to respond; as such, it seems to only be some kind of pendant. Like the Linker Core, it can also be detected as magical.

Preincarnation Personality: On the surface, Fate is very quiet and reserved. She approaches most situations with calmness and seriousness, which is a contrast to Nanoha's more extroverted personality. That is not to say she's overly stern and unemotional - far from it. Fate is a very kind and loving person, and friendly to most everyone. It just so happens that she's not what could be described as overly exuberant. Of course, she can be shy at times, especially when being shown affection.
Fate has a very strong sense of duty and is very protective of those around her. She is determined to make sure that no one suffers from the same kind of experiences as she did, and is aiming to support those who have found themselves in similar situations to what she has. Fate can be extremely doting towards those she's close to, in a way that can be best described as "motherly." As such, she can sometimes be a bit too much of a mother hen, but her heart is always in the right place.
At one point, Fate was haunted by the circumstances of her creation and the actions she took while attempting to collect the Jewel Seeds. This has lessened since she encountered the facsimile of her sister Alicia within the Book of Darkness, and has come to see herself as her own person. However, deep down, Fate's sense of duty is born out of her desire to make up for both her and her mother's crimes, so this is not a predominately bad thing. In some ways, she is always trying to do so, both in her actions as a member of the TSAB and with her friends.
Going off both of these aspects, Fate tends to reach out in particular towards children who have shared the same or similar circumstances as she has. In the case of Erio Mondial, she saw much of herself in his circumstances, as they were both clones meant to "replace" someone who had died. Likewise, those who have been rejected because of the circumstances of their birth or because of their powers like Caro hit many of the same beats. In both cases, she tries to give them as many opportunities as possible, though her work keeps her from being as involved in the role of a guardian as she'd like. Part of this is due to their age and their self reliance; she's much more involved with Vivio's day-to-day life and the act of raising her.
On the other side of the coin, Fate does feel some doubts, though they have lessened considerably since her defeat of Scaglietti. It cannot be denied, however, that Fate does what she does to make up for the void in her life left by the truth about Presea and her birth. The Harlaowns showed her a great amount of kindness, and finding ways to continue feeling this emotional support have played a huge role in Fate's ability to persevere. Though Jail tried to frame this in the context of her using them and shaping them into what she needed and desired, the truth is Fate has never removed the element of choice and the ability for them to decide their own path in life. As such, she is never dishonest and controlling to the point she imposes her own will on other people. (If anything, her one flaw is that she is too lenient and soft sometimes, and not as hard as she needs to be.)
As loving as Fate can be, her anger is not something one should attempt to incur. She is particularly against those who use others for their own ends, and can be stern and unforgiving in such situations dealing with such people. Of course, she would never completely succumb to her anger, unless completely pushed to the limits of despair. Fate also has some lingering doubts about herself and her life, but can usually overcome them. It's important to note that her friends - especially Nanoha - are important to her emotional strength, and that the support they give her is part of the reason she keeps fighting.
Finally, Fate is a very intelligent and capable individual. Though much of this is the result of "design" and the way Presea molded her, her natural talent makes her a sharp and tactical-minded person. She is able to understand and learn subjects and skills that are considered difficult by most, and as such, she is very capable in both official and academic matters and when in battle. This is, of course, expected of mages of her skill level and rank, but it's worth noting considering considering her age. In a way, Fate has grown up faster than most young women her age. Of course, even with this serious side, there's still clearly a girlish and heartfelt one all the same; one that her loved ones are very prone to bringing out.
Any differences: Fuyuka is significantly more withdrawn and reserved than Fate is. She has lived much of her life alone, so she is not very prone to opening up to other people. As such, she is often quiet, speaks matter-of-factly, and keeps others at arms length. This even applies to Natalie, her oldest friend and an individual she has no small amount of affection for, both due to the hardening of her personality and the fact that they have been separated from another for so long.
In a way that is very much related, Fuyuka is also a much more serious-minded character. She doesn't suffer foolishness easily, and is quick to point out mistakes people have made. She's also quick to take action against aggressors, and will not hesitate to deal with criminals or other wrong-doers. Fuyuka has no patience for people like this, and always carries a firearm with her where she's able as a precaution.
Due to her line of work, Fuyuka is also more distrusting of other people. She would even people she may work with or seek as allies as someone she should be careful around, and she always makes sure to assess someone's potential as a threat or a security risk before dealing with them. Fuyuka does have one blind spot in this regard in the form of Natalie, but that's due to their childhood friendship.
Fuyuka is, in some ways, just as traumatized as Fate was. The death of her parents deeply scarred her, and she works as a crime-fighter to honor their memory. The act of murder is something that troubles her greatly, and though she's become very adept at hiding it, each time she encounters a case involving one, it eats away at her a little bit more each time. The most recent incident is no exception, and it has become her goal to make up for her failure here in whatever way possible.
That is not to say Fuyuka is absolutely devoid of warmth. Much like her counterpart, she has a soft spot for children, especially other orphans, as she knows what it's like to suffer the pain of being alone. However, she lends her support from a distance by volunteering and supporting charities, as she still has difficulty with the idea of forming a personal, one-on-one connection with other people.
Lastly, on a more minor note, Fuyuka is prone to "drowning her sorrows", as it were. While Fate is not the type to drink, Fuyuka very much is. She's not an alcoholic, but it's not entirely healthy either.
Abilities: Fate has prominent and powerful magical abilities, due to her extensive training and origins. Much like her mother, she developed an aptitude for electrical-type magic attacks, and at a young age progressed to the point that she could perform some abilities without using magical incantations.
Like most mages, Fate uses an Intelligent Device known as Bardiche to transform and summon her Barrier Jacket, an active field spell that protects her body from damage. It is in this state that she is able to use most of her magical abilities. The Barrier Jacket consumes magical power when active, and the higher the defensive power, the greater the magical consumption. She is able to use magic due to the presence of something called a "linker core" inside her body.
As a combatant, Fate's specialty lies in mid-range and melee-style attacks, emphasizing speed over power and endurance. Regarded to being one of the fastest characters in the Nanoha universe, Fate is able to keep up with almost anyone without the use of speed-enhancing spells, the effects of which only make her even faster. Like Nanoha, to whom she is extremely close, she is skilled at aerial combat.
When transformed, Bardiche takes the form of a weapon; usually that of a polearm. Bardiche has since been upgraded into Bardiche Assault, which combines the Mid-Childa technology with the ancient Belkan cartridge system, which enhances individual spells/attacks. Bardiche also has a rudimentary artificial intelligence and assists Fate in combat situations.
Fate's transformed state is capable of taking two forms: Impulse Form and Sonic form. Impulse Form is her standard combat form, with more or less balanced defense. This form allows her the ability of flight, alongside Bardiche's various attack spells. Among them, she can uses spells for defense and attack, the most powerful of which being her Plasma Smasher, a projected beam of electricity. Meanwhile, Sonic Form grants her greater speed at the cost of her Barrier Jacket's defensive power. As stated before, her proficiency is in melee combat, but she does have some shooting-type spells at her disposal. She can also electrify parts of her body as per her aptitude with electrical attacks.
When transformed, Bardiche takes several forms: Assault Form, Haken Form, and Zanber Form. Assault Form is the standard configuration, and in this state Bardiche's shooting spells are easier to cast. In Haken Form, Bardiche resembles a scythe with a projected blade of energy. Finally, Zanber form has the weapon take the form of a sword with an electrical energy blade.
It should be noted that the Mid-Childa style of magic Fate uses is predominantly non-lethal, though still very damaging. Additionally, she is capable of communicating with other mages telepathically. Finally, Fate is adept at the creation of familiars, beings made entirely of magic.

Note: This covers Fate's abilities as of StrikerS. As Bardiche will be echoes back in his incarnation from StrikerS, past incarnations of the device's version of abilities will be incompatible. The potential to progress to the versions in later spinoffs is viable, however.

Roleplay Sample - Network: [Fuyuka sits for what seems like a long while, pondering how to make this first step. No plan survives first contact with the unknown... and this is all very much an unknown.
She continues to ponder, twirling the strange pendant that had appeared after the attack of that monstrous serpent. How should she introduce herself? How much should she give away? What were the chances that everything would change, quickly, after she made contact?
All of these questions were fresh in her mind. And she couldn't really predict how it would all go. She rather disliked not being in control... especially after all that had happened.
... But there was no avoiding it, was there? She sighed, and fell back a demeanor that she had long since practiced, even in online-interactions... something formal, impersonal, focused, and direct]

Greetings. You may call me Fuyuka, and it seems I have been made to join your group by certain circumstances. I apologize, but I am not comfortable giving you all my full name.
I am in need of answers, and though the information provided for the newly "initiated" is helpful, it is sadly limited. At the same time, I realize I cannot demand much myself when I am new and untrustworthy.
That said, I have several things I would like to put out. First, I would like to extend my greeting to those among you who are part of law enforcement. If possible, I would like to speak to you about certain matters.
Secondly, I would like to ask if we have a rough assessment of how many numbered in total there are.
